Depending on the relationship between the two, how it was approached and how the answer was received, isn't necessarily harassment.
There is a lot of information missing in that simple statement.

If "feeling uncomfortable" constitutes harassment, then I could claim harassment against a number of co-workers.

Hence the investigation. It was Franks who decided to resign after the issue of an investigation came up. He was not ousted from office by Congress. One could argue that he was ousted by concerns over public opinion, but public opinion is one of the highest priorities for someone who is in public office to begin with. You are at the whims and fancies of the people when in public office, and whether what you did is actually illegal or not, if the public turns against you you lose anyway.

One could argue that Franks realized (or knew already) that his behavior was unacceptable, and decided to (finally) take the high road and pay the proverbial piper. I would like to believe this as it would suggest that he is not a total pussy grabbing creep.

On the other hand, maybe he just doesn't have the money to pay off (buy the silence of) the women making the allegations.

Or maybe he realized that the time of paying off women to maintain their silence has come and gone (at least for now).

They clearly didn't care about the allegations. At least not enough to actually vote for the other guy. For whatever, reason, be it blind party loyalty or something a bit more nuanced and weighted, they still ended up voting for him in the end. Find the right carrot or the right stick and the justifications will take care of themselves.
