Electrons hang around the outside of protons and neutrons. The whole system is called an atom.

why should negative particles spin around a positive and neutral particle?

If I remember correctly, it is the proton that holds most of the weight, so jump to physics and mass and force and momentum stuff, with a fundamental force or two thrown in and you have (almost) everything spelled out.

then the proton is strong enough to hold to the electrons of its own atom, or the other atoms electron?
a proton would repel another proton just as an electron would repel another electron......

how do atoms attract other atoms?

As I understand it a positive posits a negative and together they make one.

Ions seek (not intentionally of course) other Ions with the opposite charge. That is how it was explained to me.
