Me and my friends made a "music debate rule" in high school which was to never try and decide/define what was 'punk' and what wasn't, because the second that we did we ended up completely defeating the point and creating this long list of rules about what instruments were allowed and what counted as credibility. It got really contrived and silly really fast!

Yeah, it's not really singing, and actually that song is about as close to hardcore as the Ramones got. It proved they could match that kind of material. Maybe it was even the intent, being that it came out in the early 80's.
