I'd imagine most if not all Presidents did what they thought was best for the country (that doesn't mean they were always right mind you). However, I have a very hard time believing Obama wasn't worried about getting re-elected. All politicians worry about re-election. I'd be concerned if they didn't, because that would mean there's either something wrong with them mentally, or they know something bad's about to happen and they want out before they get the blame.
