Bleach, Boiling Water and Sugar

Ive just been watching Green STreet 2: Stand Your Ground (Not as good as the first one). Anyway some con has to punish someone. He boils some water and adds bleach, but then he adds sugar. Before chucking it over some other con.

Does the sugar actually trigger a reaction? I cant remember anything about this from science.

Adding the sugar raises the boiling temperature.

Ahhh cool. Was just wondering. Makes sense now. The sugar just seemed a bit random.
