Sexual predators rarely committed under Justice program

I am a bit confused about this story. in some cases the U.S.Justice Department has had people indefinitely detained in prison without trail or convictions . While other people have served their time been let out and then re detained and committed on probation violations like looking at porn . If the guy wasn't considered dangerous enough to be committed after being found guilty and convicted of an actual sexual predator crime ,why was it decided he was to dangerous to be let go after looking at porn ?

Here is another thing that makes no sense

since criminal records are public and sex offenders have to regsitor as such , it seems strange that a prison banned the USA today edition that contained the above report .

It found that the U.S. Justice Department had held dozens of men for years without a trial before they were released because they did not meet the strict legal criteria for detention. Despite six years of effort, the government has persuaded federal courts to civilly commit just 15 of the 136 men prison officials had sought to detain as "sexually dangerous" predators.
