So, at this time there is no piece of legislation that would provide relief for the coronavirus.
Why? Because the details have not yet been worked out and not submitted for vote.
What the Democrats have blocked are "procedural votes". Procedure votes are designed to make it easier for to push bills they want through.
This is done under two circumstances:
1. When both sides mostly agree and want to streamline the process.
2. When one side wants to be able to push their agenda without any obstacles.
In this situation #2 applies. Majority Leader Mitch McConnell should act like a leader demand that BOTH Democrat AND Republican Senators work together quickly to come up with a BIPARTISAN bill. But, McConnell isn't going to do that because he is a liar and wants pretend like the Democrats are the bad guys this time.
In addition, media outlets in the USA should start telling their readership the truth about this matter.
BOTH Republicans AND Democrats are playing politics.
All that said, the delay isn't that long. It's only been a few days.

Before the House went on break (last week?) they pushed through what may have been a "phase 1" or a precursor to the current debates (so
@CPAT - you may have been right.. but it wasn't before COVID) - in a BIPARTISAN vote.
There was a move to "fast-track" that through the Senate on a unanimous vote, but one GOP'er voted no, mainly because he said there was no time to read/ review it.
I don't know where that effort ended up.
I thought something was passed, and the current discussions are on a "Phase 3" relief, as I've herd it termed.
