In law enforcement it is not uncommon for law enforcement organizations to open companies. These are typically called "store front operations". The companies are limited in business focus and are typically short lived. Example: A pawn shop used for the purpose of catching criminals trafficking in stolen goods.
In the
intelligence community and anti-terrorism operations, similar things are done. In the anti-terrorism operations it is typically along the lines of cash and weapons.... in the intelligence world it is typically either to assist an operation, manage money or to push intelligence (and yes, that includes misinformation that might go through a news media outlet).
The CIA's operations and purpose relates to issues external to the USA. Why? Because it is the FBI that has the jurisdiction within the USA... both agencies are very territorial.
Do the FBI and CIA ever cross paths? Yes.
Do the FBI and CIA ever work together? Yes.
Often? No... they are like children that don't play well together in the sand box.
