Is clearing the cash and deleting the history the same thing? Whats the difference?

The cashe is just one thing that can be cleared when deleting the history.

The cache is just a place where the browser can store pages and page elements so it doesn't need to download them all the time. Pictures, static HTML pages, etc.

The history is a listing of all the pages you've visited.

Is that related to all those "recently changed" items on my computer that I've never seen before? Like, they may have been ads on a website that I didn't notice.

so then by clearing it, it can make your comp run faster? or if your comp is freezing up on you clearing it can help this?
