Texas executes Mexican national after court stay rejected

Why after having at least 16 or 17 years to thoroughly review his case , would the Mexican government and other diplomats suddenly act as if they ha just been informed that he was on death row and due to be executed by lethal injection in just a few days . And giving out warnings that
this particular execution would violate the treaty provision and could endanger Americans in countries that deny them consular help.

Yes, I got that part from the two news articles and on few other sites I read about it on.
I realise that the federal government does not have the authority to tell states how to run their own business, but , if executing Mexican nationals that have been found guilty and convicted of crimes like raping and beating to death a 16 year girl ,violates International laws , why hasn't something been done to stop Texas from executing the Mexicans? Who would be the ones that has the authority to stop Texas or any state that was doing something that violates international laws?
and again, that guy had been sitting in a Texas prison for close to 17 years filing appeal after appeal why didn't his government thoroughly review his case and make sure he had the help of the a consular/
All these questions i am not finding answers to , and yes I have been looking around on the web , all boils down to one main one rally.
Everyone that is squawking today about violated international laws, about whether or not he had all the help from the Mexican Government he needed , etc... they all had more then enough time over the course of his sitting in prison , to do everything they are yelling about not being done. even Washington , The guys case had been known to someone in Washington since 2005.
I guess I better state for the record, I realise it has not been Obama administration since 2005 , and I don't expect that anyone will be trying to put tho fault on him about all this mess.

International laws are established to govern the interactions of one nation with another.
Texas is not a nation, but a part of one. If a nation feels wronged by another, that nation may feel the need to make a filing with an International Court of Law, to have its concerns addressed. If Mexico had felt the need, 17 years ago, that would have been the time to address the International Court. Did it happen?

It is not the job or the responsibility of the government or the local law enforcement to "review his case and make sure he had the help of a consular [official]." The government, law enforcement, and the departments of Justice which are responsible for the formulation of the accusations/charges and the prosecution thereof, while they may all 'review' the details of the case, they are only following through with their own responsibilities to society. If it was anyone's responsibility (although I sincerely doubt it!) to notify any foreign consulate about one of their citizens being charged in a US Court, that would fall to the able-minded, ever-alert Council for the Defense. The legal team of the executed have been busy 'filing appeal after appeal' for 17 years, but didn't bother to run to the Mexican Consulate? Why not? Maybe, they had no way to demonstrate that this character was indeed a 'citizen' of Mexico. But, suppose, just suppose that they had some kind of documentation.... Nobody approached the Mexican Consulate!

I say, so what! If anyone is of a mindset to commit any crime, anywhere (!) he'll have to expect to pay the consequences, whether he wants to, or not.

It would seem that this is yet another situation everyone who could of , should of done something and didn't , are trying their best to put tho blame off on everyone else. same s***, differnt day .in the life and times of our system .

I have to say that from the description of what that f**ker did to that 16 year old girl , he deserved far worse then the gentle falling asleep to stop breathing death he got, but, at the end of the day dead is dead .
