This letter was written by participant Rick Collier with the assistance of Progressive Secretary's Canada Focus, and edited by Pat Murphy. It is going to a number of Canadian Senators and Members of Parliament.

To: Selected Canadian Members of Parliment.

Dear Senator or Member of Parliment:

In 1993 the federal government of Canada amended its Elections Act.

Almost all of the smaller parties in Canada, as well as several of the larger, opposed this legislation as unconstitutional, discriminatory to new political movements, impeding the participation of independent voices, and designed to entrench the existing party structure.

A judicial appeal of these amendments was launched in the Ontario court system, and in the fall of 1999 Justice Anne Molloy struck down or revised most of these amendments.

At the same time the Liberal government introduced Bill C-2, to overhaul the entire Elections Act. Most of the original amendments appeared intact in the new bill, and clearly C-2 is intended to protect the political status quo.

With little public awareness or media coverage, this new Elections Act was passed in Parliament in late February, despite the resistance of all opposition parties. Bill C-2, along with its surreptitious passage, is leading Canada away from real democracy.

I urge you to demand amendments to Bill C-2 so that it conforms to the spirit and letter of Justice Anne Molloy's ruling. Failing that, I hope you will support a judicial challenge to Bill C-2 in the Supreme Court of Canada.
