I suggest either just leaving it be until you're older and have enough money to buy a new car, or save up/get a job and buy a new bumper for it.

Yeah, they do. Even if you replace it yourself, if you're lucky enough to find a matching bumper at a junkyard, it's going to be several hundred dollars if in good condition. And there might be more besides the bumper that needs replacing.

A new bumper from an aftermarket source plus priming and painting can easily be $1000.

I suggest a few things:

1) Save money for a new bumper. Try to replace it yourself if you feel up to it.

2) Don't pester your dad about it. This is your fault. Take some responsibility.

3) No one is going to believe your "someone backed into me" story

Is your or his insurance going to cover any of the damage?

Well, if you saw it happen, you have the license plate number of the vehicle that did it. Report the hit and run to the police, and that person's insurance will cover the cost of a body shop replacing the bumper to factory specs.
