I like this guy but he is my bestie's ex. She is going out with his best friend. and all he wants to know is do i have my besties permission to go out with him.

I don't think he's being difficult - he's being smart. There are some individuals who do not like for their friends to go out with their ex-es. Friendships can break up over this. He may not want to start any trouble by starting to date someone that could screw over pre-existing relationships. I would talk to your friend if you truly care about being friends with her to see what she would think about it.
