Depends on a lot, I'd assume. I'm no plumber.

But if you have hot water, you definitely have water pressure coming into the house's plumbing. If you can't get cold water out of the taps, then there is a problem in the cold water pipes after the split that goes to the water heater.

Maybe you have some trash in your cold water pipes blocking the water? If you had a leak or broken pipe it should be effecting both hot and cold I would think.

I am no plumber, but one has to ask a few questions before one can have an idea what is the problem with your water supply. 1, Since when there is no cold water? 2, Where is your hot water system? 3, Have you checked if there is a stopcock anywhere, which somebody has turned off? If I would have known these, I might have been able to say a bit more where your trouble is?

Really just sounds like there's still water in your hot water service. If you run it, and that stops as well, there's your answer.

Just so I'm clear, you're getting hot water fine, but there's nothing coming out of the cold tap right?
