I am trying to find out if word stuffing is something that will get a web site banned by search engines? If word repeating is not good, how many times is best to not go over.

I have heard conflicting information on this topic myself. I have heard that repeating something too much can damage your reputaion with the engines and possibly get banned, but I have also heard that you need to repeat it enough to be recognized for what your site is about.
I would say that a safe bet would be to just stay informative about your subject of interest. Repeat it a few times in your text, but use variations as well. As with money, you could use bucks, mulah, wealth, etc...
Best of luck to you.

that is a hot topic.

I have some websites that ranks well with a given keyword without having this word in my sites content... (have it only in anchor links).
On the other side, i have sites that do not rank that well. (got penalized by google), just because i "over" seo them.
I would advice not overdoing it, having the keyword in the title tag + some anchor links to your site + less than 5% of word repeated in your website.

Doesnt this play into keyword density, if its over a certain percentage then its going to get kicked back by the search engine? Thats the last thing I had read up on this saying that (esp google) most SE's will ban you for it.
