Well, if you're looking to create a forum at all - there's a number of ways of going about it.
You can use for example one of the many many free hosted already set up options - such as invisionplus.net, setbb.com, boogity.com etc etc. These already have forum software set up, all you have to do is register, decide on a forum name, decide obviously on what your forum is for (Tropical fish, gaming, whatever), then go for it.
Some of these ready hosted ones will let you move a "proper" domain (A .co.uk or a .com) to their forum. You own the domain, and can move it elsewhere if you want. You could also just get the domain (I recommend ukreg.com, but there are others), and configure it to "point" at your website. This is where simply www.yourdomain.co.uk will when anyone enters this, will re-direct them to any other site. Easy really.
The other option is to buy hosting, then obtain forum software (Such as phpbb), and install it on to your paid host. This is of course something you should really only do if you know what you're doing as far as using php and other languages. It's simple enough - I've done it once - but, well - just know what you're doing really.
Having said that, many paid hosts have some software already on their host which makes installing phpbb forum software a doddle. This is really a too wide ranging subject to scratch the surface of, and I'm no expert - nor do I have a lot of time as I'm mad busy with all sorts 
You also need really to know exactly what you are having a forum for. There's loads of forums out there. We made a site which we think is different (It is to here).
Oh, that question about how much it costs to pm - it costs nothing. It's just part of the forum software - it's all free.
