Its not techno. Its pop just like b-spears, but this song came out long before B-spears crap.
I would classify this to be kinda like Beck... or 311 or even cake. Alot of drum machines and loops.
And to further educate you on what techno is...
Techno is as broad as country western music.
Just like Johnny Cash is very diffrent than Hank Williams or New Country is diffrent than Old country.
Techno is just as broad.
Techno as I know it started in the early 90s as club music or "dance". Alot of that "ummm tiss umm tiss umm tiss".. It evolved to House music where the rythem was deeper and a little slower, with little to no vocals.
House was popular among the "rave" crowd. House went diffrent directions also... it went to abian house.. which is less beats and more synthasizer, no vocals.. Then a few famous people began singing back up loops, this became "vocal house".
To make things more complicated..... they spead up the tempo on the drum loops. This music was called Jungle or Drum and Bass... this also sometimes had vocals, but is a very diffrent sound than techno or even house.

Or even this, form called "Trip hop"... even wierder.. imo. www.destroyer.net
Though techno was the father of all these forms of music, to call them all techno is like saying Miles Davis is 1940s Jazz, slightly insulting if you ask me.
