It is f0r students wh0're unable to pass Language Arts and Math p0rti0ns 0f the 10th grade ISTEP. Students must take the same 10th grade test over in the 11th and 12th grades until they pass b0th p0rti0ns. If they are unable to pass the 10th grade test by 12th grade then they have 2 0pti0ns:
1. Dr0p out and g0 t0 a GED pr0gram 0r,
2. Accept a certificate 0f c0mpleti0n - IT IS N0T A DIPL0MA! 0nce a student accepts it they CANN0T get their high scho0l dipl0ma 0r GED. A Certificate 0f c0mpleti0n means that a student can NEVER(f0r as l0ng as they live):
1. G0 t0 the armed sevices.
2. G0 t0 C0llege
3. G0 t0 trade scho0l
4.G0 t0 j0urneyman's scho0l.
5.G0 t0 beauty scho0l
6. G0 t0 culinary arts scho0l.
7. Get a federal l0an in their lifetime.
This is the p0rti0n 0f N0 ChILD LEFT BEHIND(2001)that Bush slipped in during the 2004 revisi0n 0f the NCLB bill. It has n0t been publicized.
In a highscho0l in Indiana, in 2005 there were 87 seni0rs in the graduati0n class. Five received dipl0mas and 82 received Certificates 0f c0mpleti0n.
This is being referred t0 as the 'Paper Plantati0n'. It is better f0r students t0 dr0p-0ut and get int0 a GED pr0gram s0 they may seek 0ther f0rms 0f educati0n, later in life, if they desire to d0 s0. ALL 50 states have Certificates 0f c0mpleti0n 0r Attendance.
