You're not independent. You're living with your parents and you're 21 years old.

Sounds like they're helping you out more than most parents would.

Get out of the "xxx is screwing me over" mindset.

If you are looking at a degree in PR then put your knowledge to work and start an online business. It's not a quick fix but will help and will be great experience.

It does suck that parental income is used to calculate aid. If you just got divorced can you pump some cash out of that well? Also there are usually state and local agencies that help "poor single women recovering from divorce" with college aid(there are no such things for men...equality . Try your local Human Resources Department - under yellow pages in the telebook...

A lot of different companies offer tuition reimbursement if you're going to school and working at the same time. I think Starbuck's does, and if you live in any of the southern states, I know for a fact that Publix does.
