As property, no. The report itself makes that clear: ...We have given him the goat...he used it as his wife...

Someone has described this as "sick". Given what humans routinely do to nonhuman animals, why is this particular activity sick?

Taking it that you mean "I'm all for it", it is interesting that this view comes in from Australia.

You may know that animal welfarist philosopher Peter Singer got into very hot water for talking about humans having sex with other animals.

He effectively said that physically large nonhuman animals may not be harmed by sexual contact with humans - the male penis is not particularly large. This sort of point explains why animal welfarists have a problem with this issue. Most are totally against it, but many think it is ok to eat other animals and that seriously harms them!
