You're forgetting that The Ramones were a pop group jumping on the Rock n Roll bandwagon. And that all they ever really wanted was commercial success.
Anyway my vote is for The Clash who were amazing. Joe Strummer was one of the most talented musicians of all time. Call em a pop group if you want but The Beatles were a pop group too. Without The Clash Punk would've never grown the way it did, and needed too. And anyone who thinks that Punk = 3 mins is one of the pretentious douches that made all of the original Punk bands hate Punk. Watch Punk Attitude and you will see that almost everyone who was involved with the original Punk scene hated how closed minded "Punkers" were.
But in conclusion The Ramones were an essential band that was really needed during the time of prog rock. And any day of the week I will stand by them, and secretly I still hope that someday Joey, Dee Dee, and even that staunch Republican Johnny will rise from the dead and reunite with Marky or Tommy and go on a reunion tour. But when compared to The Clash they pale in glory as The Clash are easily one of the greatest rock bands, and therefore punk bands, of all time. The Clash pushed the limits where other bands and other Punks were afraid to.
P.S. Don't forget that The Ramones ventured off the Punk path later in their career and started playing Metal.
P.P.S. This was not meant to anger anyone, just to open some minds and lay down the facts.
