hello all, I'm new to this site and I was wondering how long do you have to be a member until you're able to post links to other sites?

I don't think any of the moderators are on right now, but be patient, one of them will answer you soon enough.

The best thing to do is to start participating in threads, which will help you develop your "reputation".

The problem is that periodically wacky people want to make accounts just so they can post wacky (and sometimes offensive) links.

Be patient.

Post a bit, respond to others posts, mingle a bit, stand on one leg, hop on one foot, create a thread that doesn't have a link with it, etc... Just do stuff and eventually you'll be able to post links. It's just to make sure you're not a spambot, or someone trying to link a virus or something.
