ok so is the teaching of the people the responsibility of the goverment? as everyone is affected by the ignorant choices of others ie; racists, but forcing others to adopt a different opinion[however right] is an infringement on their rights and would create a police like state with forced re-education or brainwashing.

Or is the the responsibility of the individual to further their own understanding of the world in which they live which in my mind is an infringement on the rights of the people negatively affected, as the goverment is responsible for creating an enviroment which we all can be free from the abuse of racists for example

I think its a shared responsibility. people should want to learn and the opportunity should be provided to people so that can be accomplished.

Its amazing how many people would rather turn on the tv then pick up a book and learn something.

Knowledge is not opinion though so the statement "but forcing others to adopt a different opinion" is not teaching, its brainwashing to believe a certain way.

Not one person can 'know' everything, even though many try to behave as if they do! Learning (as far as adults go) is an individual responsbility, but everyone needs help learning/bettering themselves now and then --- soooooo, all others (govt included) have a responsibility to mentor others, to share knowledge. No learning, no growth = death!
