Ye accounts payables etc.. also some large companies have a procurement department that does all the buying, which maybe down to them to do that... or what my company has is a Property department, and it deals with every branch and pays the bills etc. depending on size and what type of buisness.

the owner, well they may have a finace/budget department makeing sure it gets done but at the end of the day its the owners responsibility, everyone else can go home at the end of the day and forget about it.
