If my site is new,how do I get another site,that has lots of traffic
to put my link or banner on there site for Free?

Ask.Simple.

Make sure the sites your linking to are a theme similar to yours so it can be a potential traffic 'driver' to theirs.

When I started a website to promote my uncles business, it is extremely hard to get traffic to your site initially, so link exchanges are the second best way to do this.

I advise you to SEO your site properly first, then link exchange.

Then, as i said, ask. =]

they wont give you any banner or link for free on the front page. building traffic is a long and painful process.

You could buy a recently expired domain that had good traffic and redirect to your site.
Google search will tell you how to do this, and the tools required can be found for free.
