Heaven forbid! Then we have our legislatire. Spending the State unto bankrupppptcy. Then deciding to DECIDE on a water bill to beat all water bills. Then the real ripper. They want to provide $1.9 BILLION for"regional water management", That could be more than 20% of the cost of the program. Sacramento Bee 110905.

What is the "Regional Water Management"?
Sacramento is on a Flood plain basically surrounded by rivers. It is "protected" by levees.In the waterways, the waters are above ground level. If those levees were to break, the city would be underwater.
Perhaps the RWM is for maintaining, strengthening those levees?

The crux of the biscuit is the apostrophe.

It's from all the "Green" movement to save some bug, some little bait fish or a frog. They don't care, we can eat our food sent to us from Chile and Mexico, or who knows where. Farms in the US are being bought up to be turned into more Wall Marts and mall to sell you more stuff from China. Do we all need more STUFF ?
