X Ray Spex are kind of Ska, and so are Madness, both not terribly original though.

The Slackers, The Aggrolites, Westbound Train, Hepcat, Stubborn Allstars.

These are probably 5 of the best real ska bands in the last 10 years or more.

The Toasters and The Specials also. most of the ska in Madness would be found in One Step Beyond and some carries into their next album or two.

No, real ska is Jamaican. They don't use "rock" instruments, they use instruments that are used in "rock", but in a manner that is completely different.

Personally, for me it's gotta be good old first wave, Ska, Blue Beat, and Rock Steady.

Based on what you like so far.
Catch 22(Streetlight split off from them)
Mustard Plug
Mighty Mighty Bosstones later stuff
Planet Smashers
Skankin Pickle
MU330

Those are some of the best bands in that style.

For punkier

Suicide Machines(Destruction by Definition and Battle Hymns are more skaish than their other stuff)
Operation Ivy(Tim Armstong's first band)
Link 80
Assorted Jellybeans
Falling Sickness

Some bands to bridge to liking the older stuff
The Toasters
The Slackers
Early Mustard Plug

There isn't a ton of older bands and they're all good, so take your pick there.

I'd throw in Toasters and Pietasters, not as true to style as Hepcat or Westbound Train, but more in line with The Slackers. The Aggrolites aren't a true ska band, but skinhead reggae is close enough to ska in style.

edit: Now having said that, Westbound's new album, could be a lot more soul. Still sounds great though no matter what it is though, so who cares.
