If there are no plants in your garden beds it is better to dig it all up and mix your manure with the soil, if there are plants then it would be better to use some weak manure like grass clippings as a cover, this will become manure with time, while it protects the root system from excessive heat. What I usually do to avoid those smelly composted materials just to make my soil fertilized. I only use few eggs as well as the egg
shells. I use them by mixing it w/ water to water the plants.

if you can do it all in the same time.. it is better, top soil are rich in organic minerals.. and decomposed manure would help great in enriching the top soil.

The most important thing is to make sure it is well rotted,or it will burn and plants it is put over,if in doubt,sling it on the compost heap!
