It's not comparing like with like. If the general had been training visiting children in a form of martial arts, such as boxing, since all children have fists and were born with them then his quip would have been valid.
Just because a woman has brests does not mean she is lactating.
Just because our gut is able to evacuate does not mean we do that all the time.
Likewise our brain is equipt for thought from birth!!!

Why not.. Men have the ability to use tools like guns.
Women have the ability to use tools like vibrators and whips.
