If your are going to create a website, do you have to have a web development application such as Dreamweaver, or can you just code the whole website yourself in notepad?

You can code everything in notepad...but it won't be as pretty as a professional application.

I remember having to build a website from scratch using notepad. Its not that hard...but its a basic "stick drawing" type of look. An application just makes it look smoother and you would be better able to customize it.

Anything you can do with dreamweaver you can do with HTML. Dreamweaver uses the same HTML as any webpage, it just provides an interface so you can design a webpage without having to know the HTML behind it. HTML is very simple to learn.
