He claims that content providers such as Google, Microsoft, Yahoo, Myspace, etc, should have to pay ISPs such as Virgin lots of money in order to carry their traffic.
Net Neutrality is sort of a big deal. It's the idea that ISPs are content neutral. That is, subscribers pay for bandwidth and it shouldn't matter where the content is coming from. The contrary view is that the ISPs should have the "right" to severely degrade service from large sites or corporations unless those sites and corporations pay the ISP.
Clearly, the idea of Net Neutrality is popular among consumers and content providers. The only people who seem to be against it are the ISPs, because they sense the ability to extort tons of money from the likes of Google, Facebook, Myspace, Yahoo, etc, by holding their data hostage.
